In general to tell someone to have a blessed day is saying you hope they experience favor in every area of need… to say this to an enemy can be best define by the scripture Romans 12:20 (look it up)… Have a blessed day!

It’s just a polite thing to say, and it’s customary to reply with “Thank you”. (Nobody would think you were actually calling blessings down on them from God, so whether you or they believe or not is irrelevant.)

Whereas first if any other says to you, “blessed Sunday” then you should reply “blessed Sunday too“.
